Government of the Punjab has embarked upon the agenda to improve the socio-economic environment of the province. For this purpose, Government of the Punjab has collaborated with various development partners to implement multi-sectoral and cross-cutting initiatives. Through a consultative process, Government of the Punjab encourages not only the donor agencies but also the private sector to evaluate and provide feedback on the initiatives being undertaken.

In collaboration with the World Bank, Government of the Punjab is implementing Punjab Jobs & Competitiveness Program and Strengthening Markets for Agriculture and Rural Transformation - Program for Results. These programs have multiple executing agencies; therefore, the main challenge is successful monitoring, coordination and accomplishment of key targets. Consequently, Planning and Development Department, Government of the Punjab has established a Program Implementation Unit (PIU) which plays a pivotal role in the monitoring and coordination of various Implementing Agencies executing key targets set under the two programs. 

Program Implementation Unit is spearheading the programs under its ambit zealously and I hope that the unit continues to flourish under its strong leadership and expand its’ role to house key programs of similar nature and instrument in the future.

https://piu.punjab.gov.pk/system/files/PD_0.jpgGovernment of Punjab, Planning & Development Board has established Program Implementation Unit to coordinate and monitor the program activities of key multi sectoral and cross cutting donor funded programs. The key objectives of the programs are to improve service delivery, make efficient business processes, reduce time, cost and procedures involved in the business transactions, promote private sector investment into public infrastructure, prioritize public investments through spatial planning, make key policies of important sectors, improve competitiveness of selective clusters through capacity building, promote agri-business innovation, increase on farm productivity and competitiveness of crops and livestock, enhance resilience of small farmers, modernize wheat procurement systems etc.

PIU acts as a one stop shop for the development partners and implementing agencies of the Programs, apart from monitoring and coordination, PIU also provides support to the selective implementing agencies in preparation of work plans, procurement plans and financial statements for the Program. Upon requirement, PIU also arranges for technical assistance for the implementing agencies to complete key action items to ensure smooth implementation.At present, PIU has been tasked to look after Punjab Jobs & Competitiveness Program and Strengthening Markets for Agriculture and Rural Transformation Programs. In addition to this, PIU has also been notified as Ease of Doing Business Secretariat of the Government of Punjab to implement the doing business reform agenda of the Government and it works directly under the supervision of Secretary Planning & Development who is the Provincial Focal person of Doing Business in Punjab. Both Programs are being funded by the World Bank through Program for Results (PforR) lending instrument. PforR lending instrument is a relatively unique and new instrument which was first used by the Government of Punjab in Pakistan.As a Program Director, my aim is not only to ensure smooth implementation of different program activities that have been assigned to this unit but also to build the capacity and skill set of the staff of this organization to handle such challenging and complex programs in a smooth manner.
