Ease of Doing Business

Doing Business reform agenda is one of the key interventions under the Punjab Jobs & Competitiveness (J&C) Program.

Doing Business measures aspects of business regulation and their implications for firm establishment and operations. It provides quantitative indicators on regulation for starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency.

The Ease of Doing Business Index is based on two aggregate measures; the aggregate ranking on the ease of doing business and the distance to frontier measure. The index is calculated for 190 economies. The ease of doing business ranking compares economies with one another, while the distance to frontier measure benchmarks economies to the frontier in regulatory practice, measuring the absolute distance to the best performance on each indicator.

By gathering and analyzing comprehensive quantitative data to compare business regulation environments across economies and over time, Doing Business encourages economies to compete towards more efficient regulation; offers measurable benchmarks for reform; and serves as a resource for academics, journalists, private sector researchers and others interested in the business climate of each economy.

Pakistan currently stands at 147 on overall doing business ranking, which is not encouraging. Pakistan’s ranking is calculated from two major cities; Lahore (35%) and Karachi (65%). The Government of Punjab, at the provincial level is working tirelessly to improve the Ease of Doing Business ranking of Pakistan. This Ease of Doing Business Reform agenda has firm commitment from the top-level management. The reform agenda, at the provincial level is driven by a provincial working group which is headed by the Minister for Finance and Chief Secretary, Punjab with representation from all relevant departments/agencies and private sector. Secretary P&D – Provincial Focal Person and Program Implementation Unit of P&D acts as DB Secretariat.
